A New Outlook on Global Student Mobility: Recruiting in Changing Times

Academic Credentials Evaluation Institute, Inc. (ACEI) joined more than 400 representatives from institutions, agencies, and international organizations to discuss market trends and analysis, international student recruitment processes, and best practices at the 9th Annual American International Recruitment Council (AIRC) Conference.

AIRC is a membership association recognized by the U.S. Department of Justice in 2008 by global leaders to promote ethical and best practices for international recruitment strategies. AIRC’s members collaborate to establish quality standards for international student placement in the United States.

AIRC is the only professional education membership association focusing solely on issues surrounding international student recruitment. AIRC is also the sole provider of independent certification of recruitment agencies based on an extensive accreditation model.

The AIRC Conference offered many quality educational sessions relating to trends and best practices of student recruitment, digital marketing, credential evaluation, and international issues affecting us today.

ACEI presented the well-received educational session, “Credential Evaluation and the Case Study of The China Market: The “Cheat Sheet” addressing combating fraud and identifying best practices in credential evaluation to a large crowd Saturday morning.

AIRC partners with other organizations to develop a future plan for more professional resources for our field. The theme at the conference was the changing recruitment landscape and how to address these changes.

Jeet Joshee, President of AIRC and Associate Vice President for International Education and Dean of the College of Continuing and Professional Education, California State University, Long Beach (CSULB) and David Di Maria, Past President of AIRC and Associate Provost for International Programs, University of Maryland, Baltimore County, welcomed the large group of global leaders Wednesday to kick off the conference. They emphasized the need for outreach on student data mobility during this time of change and collaboration.

David Di Maria, addressed the group thanking the excellent conference planners, attendees, presenters, and sponsors saying it was an honor this past year to have the privilege to work with AIRC Members and staff.

As AIRC is in its 10th year of existence, Di Maria also welcomed the 310 institutional members, 78 agencies, and newcomers. “AIRC is a professional association just like NAFSA,” he said. “This is the leading conference solely for recruitment and aligns with professional standards. Its brings a comprehensive collection of thought-leaders in the same room.”

George Kacenga, President Elect and Director of International Enrollment Management, University of Colorado, stated he was looking forward serving as President of AIRC and providing excellent leadership.

In addition to the informational sessions, the AIRC Town Hall addressed concerns and questions about today’s uncertain political climate. They encouraged people to treat this conference like a retreat and to network with some of the “best and brightest minds here. There are great things ahead.”

The conference ended with positive messages of growth in international student population, with an emphasis on the international students that drive our profession.  Trends in the international landscape were examined, with emphasis on proper branding for providers, benefits of pathway programs, and ensuring that a comprehensive team of trusted agents are available to the attendees.

The 10th annual AIRC Conference will be held in Weston, Florida at the same location in 2018.

I’m here in Miami, FL, at the annual AIRC Conference. International student recruiters, credential evaluators and admissions professionals are looking at the new President-Elect’s nationalist platform with caution wondering whether the new administration will have an adverse affect on the flow of international students to the U.S. Already we are hearing that the recent Brexit vote which led to the United Kingdom exiting the European Union has deterred international students from applying to universities in England. According to the annual Open Doors report of the Institute of International Education, “the number of international students at U.S. colleges and universities grew by 7.1%, to top one million in the 2015-16 academic year.” The report records 10 straight years of growth in the number of international students studying at U.S. campuses, however with the election of Donald Trump to the presidency, concern of the possible negative impact on future enrollments from abroad is on everyone’s mind.

We are already hearing the chatter that international students, fearing the new administration’s hard-right, nationalist, anti-globalist and xenophobic policies are looking to countries such as Australia and Canada to continue their studies. This collective cautiousness on the part of the international students and international education professionals is mainly because we know virtually nothing about the Trump Administration’s higher education policies as he has not articulated any specific initiatives or policies during his presidential campaign or even now in the days leading to his inauguration. The new administration will most likely be more friendly toward to the for-profit higher education industry and less interested in diversity and affirmative action. In fact, there is talk about monitoring university faculty whose teachings may have a “liberal” bias.  What is inevitable is that many of the initiatives of the Obama Administration will be scrapped.

Education on the international front will most likely take a hit. The image of the United States as a “welcoming country” for international students and scholars will be tarnished and it will take a long time to rebuild and restore it. Even though, Trump has singled out his ire toward Muslims and Mexicans, the sentiment is felt by all foreigners who see themselves as being targeted by this viewpoint.

The immediate future of U.S. higher education and international students may be bleak but one factor that will keep the American higher education system in the positive light is that it is still a strong and attractive option in the global perspective. Most of the top universities are located in blue states which embrace a friendlier and more hospitable outlook toward international students and scholars.

Here at AIRC and in meeting with international recruiters from the world and the U.S., it is evident that education agents are preparing themselves by ramping up their marketing efforts to keep the international students’ interest from waning and encouraging them to study in the U.S.  Attracting international students whose impression of the U.S. as an unwelcoming country under Donald Trump will be a challenging task for international recruiters. These are unchartered waters we are entering into as we see a wave of anti-globalism, nationalism and xenophobia appearing in not just the UK, US, but also in France, Spain, Austria, Germany, and Poland. The question is how we will navigate this unwelcoming and somewhat hostile environment in order to protect the integrity of U.S. higher education as the preferred destination for international students.

I arrived in Miami this past Tuesday with Yolinisse Moreno, our Assistant Director of Marketing, for our first AIRC (American International Recruitment Council) Conference on a blustery night and rush hour traffic that made Los Angeles congested freeways pale in comparison. Our full days at the booth and afternoon receptions have left us little time and energy to explore the city. And, another full day on Friday at the booth before our flight back to Los Angeles in the evening means that we will not get to see the sights or taste the flavors of Miami. At least, not this time but perhaps next year, since Miami is AIRC’s designated venue for its annual conference

The goal of AIRC is to focus on the issues of international student recruitment and this conference offers multiple networking opportunities with recruitment professionals from US colleges and universities and private agencies. As the provider of international credential evaluations, ACEI hopes to bring awareness of its services to the AIRCE members and forge new relationships.

Hosting the annual conference on international recruitment in Florida is very appropriate given that according to 2014 IIE Open Doors, the State of Florida ranks #7 amongst the top destinations for study by international students. The institutions with the highest number of international students include the University of Florida (Gainesville), University of Miami (Miami), Florida International University (Miami), University of South Florida (Tampa), Florida State University (Tallahassee). The countries leading with the highest number of students studying in Florida include China, India, Venezuela, Saudi Arabia, and Brazil.

Though the number of attendees is smaller than those of other professional conferences, we find the intimate set up of the exhibit hall and its close proximity to meeting rooms conducive to connecting with college representatives and recruiters. Some of the conference session topics at AIRC include: Beyond the Rankings, Marketing ‘Right Fit’ to Chinese Students, Falsification of Educational Credentials, The Student Perspective-Agent Use and Services, Emerging Markets: Malaysia and Myanmar, to name a few.

In today’s rapidly changing international student landscape, with new emerging markets competing with the U.S. institutions of higher education, ACEI’s flexibility in providing comprehensive evaluations that include additional information to meet the unique needs of a college are seen as a plus. Our take away from the AIRC conference is that several institutions expressed their disappointment in having relied solely on the services a single credential evaluation service provider. They realize that their international students as well as their own institutions benefit by having options in choosing between a select and not one approved evaluation service companies. And, happily for us, they see ACEI as a preferred option.
