Greece: Shakeup at the Higher Education Level

The Greek government recently announced the merging of its technological education institutes (TEIs) into universities. Here are some facts on this merger with a brief overview of the universities and TEIs and the anticipated impact of the merger on Greece’s higher education system:

About the merger:

  • By a vote of 147 in favor and 100 against, Greece’s parliament, passed the new higher education law that allows existing graduates of TEIs to upgrade their degrees to full university qualifications.
  • The new law will allow those employed by the government who are graduates of TEIs to qualify for higher salaries once relegated to university degree holders.
  • Guesstimates claim anywhere up to 400,00 TEI graduates will have their degrees upgraded.

 Here are a few facts on Greece’s higher education system:

  • Prior to the passing of this new law, Greece had 2 sectors of higher education: 1) the university sector; and 2) the technological sector.
  • The university sector encompassed Research Universities, Technical Universities (Polytechneia), School of Fine Arts, and the Open University.
  • The technological sector included Technological Education Institutions (Technologika Ekpedeftika Idrimata/TES) and the School of Pedagogical and Technological Education (ASPETE).
  • Greece has 23 universities and 15 TEIs (including the School of Pedagogical and Technological Education)
  • Minimum academic requirement for admission to the first cycle of undergraduate programs at institutions in the university and technological sectors require the Apolytirio Genikou Lykeiou (secondary school certificate).
  • Institutions in the university sector offer not only undergraduate but postgraduate and doctoral level degree programs.
  • Institutions in the technological sector offer only undergraduate level degree programs.
  • The duration of most Greek university first degree programs is 4 years. There are 5-year degree programs in the following specialties: agriculture, architecture, dentistry, engineering, and veterinary science and 6-year program in medicine.
  • The degree awarded on completion of the university program is the Ptychio and for engineering and agriculture studies it is the Diploma.
  • Completion of a final paper in the 4-year program is not required but it is typically required in the 5-year engineering and agricultural programs.
  • Entrance to the postgraduate programs requires completion of the first degree validated by the Ptychio from either a university or TEI or a university Diploma. Postgraduate programs lead to the award of the Metaptychiako Diploma Eidikefsis (postgraduate diploma or specialization) after 2 years of study and completion of a final paper/thesis.
  • Doctoral level studies usually take 3 to 4 years and require for entrance the Metaptychiako Diploma Eidikefsis. The degree of Didaktor is awarded after defense of the doctoral thesis. In some cases, students may be admitted directly to the doctoral program with a Ptychio or

Here are what critics of the new law are saying:

  • The upgrading of the TEIs to universities will devalue degrees of those who have met stricter admission and program requirements at universities.
  • Some fear that those working for government will want to have their pay enhancements backdated to reflect this upgrade of their degrees.
  • Many are concerned that overnight the mergers have promoted TEI faculty to full university professors.
  • Critics claim that universities and other stakeholders were not included in the discussions about the merger of universities and TEIs which they see as having been forced through by the government.
  • TEIs that have been upgraded to universities have many departments and academic programs that have not been accredited.

 Here is what Kostas Garoglou, Greece’s education minister, has said to counter the criticism:

  • TEI degrees would not be automatically upgraded which are contingent on when the studies were completed, as additional criteria will be established in the next 6 months.
  • TEI faculty who will become university professors could be barred from responsibilities such as supervision of Ph.D. candidates if their experience is deemed insufficient.
  • In some instances, TEI’s research endeavors exceed those of universities.
  • TEIs are mistakenly seen as second-class institutions which Greece’s ministry hopes this merger will help rectify.

15 Facts on the Education System of Greece

Given the recent news on Greece and its economic crisis, we’d like to put the spotlight on its education system and offer you some highlights in this week’s blog post:

Greece has been a republic since 1974, and became a member of the European Community (now the EU) in 1981. Greece has an area of 50,949 square miles (131,958 square kilometers); roughly the size of Alabama, with a population of more than 11 million people (almost twice the population of Alabama which is around 4.8 million.) Voting is mandatory for everyone over the age of 18 who is a Greek citizen.

Education Facts:

1. The education system in Greece is centralized, with all levels falling under the responsibility of the Ministry of Education, Lifelong Learning and Religious Affairs (“Ypourgeio Paideias, dia Biou Mathisis kai Thriskeumaton”).

2. The Greek Educational System comprises of three consecutive levels: Primary; Secondary; Tertiary.

3. Education from Grades 1-9, ages 6-15, is free and compulsory.

4. Primary (“Dimotiko”) education is sub-divided into Pre-school Education and Compulsory Primary Education. The Pre-school Education is offered by kindergarten classes and the Compulsory Primary Education is given by Primary schools.

5. Secondary education is divided into two stages, stage 1 is the Compulsory Lower Level Secondary Education provided in Gymnasiums and stage 2 is the Post-compulsory or Upper Secondary Education which is offered by the Unified Lyceums (“Eniaio Lykeio”) and Technical Vocational Educational Schools (“Techniko Epaggelmatiko Ekpaideftirio – TEE”).

6. The duration of studies in “Eniaia Lykeia” is three years and in the Technical Vocational Educational Schools (TEE) two years (a’ level) or three years (b’ level).

7. The Ministry of Education has overall responsibility for course development and approval, and also supervises most of these schools. Certain TEE are supervised by the Ministry of Health and Welfare, the Ministry of Agriculture and the Ministry of Development.

8. Tertiary education is divided into university education offered by universities and non-university education offered by Higher Technological Educational Institutes and Higher Education Institutes.

9. Higher Education institutions in Greece are fully self-administered legal entities under public law, and are funded and supervised by the Hellenic Ministry of National Education and Religious Affairs in accordance with Provision 16 of the Constitution.

10. There are 22 Universities, including Polytechnic Schools, the School of Fine Arts and the Hellenic Open University (EAP), 14 Technological Educational Institutes (T.E.I.) and the School of Pedagogic and Technological Education (ASPETAI).

11. There are also Higher Ecclesiastical Schools, supervised by the Ministry of Education and other higher education institutions mainly supervised by other Ministries (for example Merchant Marine Academies are under the supervision of the Ministry of Mercantile Marine, Higher Military Education Schools that are under the supervision of the Ministry of Defense, and Higher Police Academies are under the supervision of the Ministry of Public Order).

12. Students who successfully complete their studies in universities and T.E.I. are awarded a “Ptychio” (degree) which leads to employment or further study at the post-graduate level.

13. University and T.E.I. graduates can continue their studies to attain an MSc and a PHD provided they meet the criteria set by each department running the courses.

14. Doctorate degrees are obtained after a minimum of three years of original research, including the preparation and writing of a thesis. In some doctoral programs, theoretical courses are compulsory and are taken prior to individual research.

15. Students wishing to study at the tertiary level receive scholarship s from the State Scholarships Foundation (IKY) which also grants scholarships to graduates of universities and technical education institutions for post-graduate or post-doctoral studies in Greece and abroad based on academic achievement of undergraduate studies. In addition, students (at any level) can receive grants to study at other European Higher Education Institutes under the Lifelong Learning Programs (LLP).

Greece: Teachers’ strike, attacks on public education & privatization

Like most of you, I’ve been watching the events in Greece unfolding from the sidelines. We have all been following the economic breakdown of the country and threats by the EU to rescind Greece’s EU member status. As Greece’s economy continues to spin out of control, giving rise to right wing fascist movements proudly expressing their xenophobia by blaming the country’s economic collapse on immigrants, another target and casualty has been the country’s public education. Political unrest and economic instability in Greece has led the government to impose draconian measures that have severely impacted the country’s public education system. The drastic steps taken by the government has led to ongoing strikes by Greek teachers since September 16th protesting attacks on public education.

The situation in Greece is dire. Teachers and education staff as well as students in Greece are facing a situation that has dramatically impacted the quality of education in the country.

According to International Education, the following are some of the highlights of the situation:

• There are 16,000 fewer teachers in secondary education, a 20 per cent reduction since June 2013
• Over 100 Vocational Education Schools are closing down http://www.ei-ie.org/en/news/news_details/2624
• 2,500 Vocational Education Teachers are being suspended, just one step before dismissal
• In 2009, there was 33 per cent reduction of spending on education which is expected to reach 472 per cent in 2016
• There is a compulsory transfer of 5,000 teachers to primary education and administration posts
• The government has passed a new law on education without a dialogue establishing a harsh, examination-centered system in all forms/grades of upper secondary education forcing students to seek private tuition outside school and leading to school dropouts.

Strong words from ETUCE:

The European Trade Union Committee for Education (ETUCE) has been observing the developments in Greece and has issued some harsh words to the government. On 19-20 September, 2013, the Director of the EI region, the ETUCE, Martin Rømer, went to Athens to support Greek colleagues. The ETUCE issued a statement on September 18th that the “Greek education system (is) on the brink of collapse”. The ETUCE declared that by 2016, Greece will cut its education spending by 47% and called on the government of Greece to be more inclusive in its dialogue with social partners in the education section and abandon its authoritarian approach by encouraging an open forum for discussion.

There has also been a surge in privatization of vocational education in Greece which is another subject protested by the ETUCE. The absence of free, high qualify public education with equal access is seen by the ETUCE as an obstacle to bettering the lives of the people and promotion of a prosperous society. The government’s sweeping privatization plans is not only affecting the country’s education system but also its public radio and television media. According to a report by EI: “Last June, Greece woke up without public radio or television services. On 11 June, the government announced it was going to shut down the radio and TV services of the state broadcaster ERT, sacking 2,500 employees, and becoming the only member state of the European Union to abolish the public service of broadcasting.” This is similar to waking up one morning here in the U.S. and finding NPR, PRI, and PBS have been shut down.

Interesting to note is that virtually all the top-performing countries on international education measures have strong teacher unions, including Finland, Japan, Canada, and Australia. However, in Greece, the government is working toward dismantling the teachers’ unions threatening teachers and school administrators with imprisonment if they choose to exercise their right to strike. The EI is calling on its members to support and “actively show their solidarity” with the Greek educators. The world is watching.
